IPOH 22 Jan. – Perbadanan Setiausaha Kerajaan Negeri (SSI) dan Lembaga Perumahan dan Hartanah Perak (LPHP) hari ini menandatangani memorandum persefahaman dengan beberapa pemaju bagi merealisasi pembinaan 1,684 unit kediaman termasuk Rumah Perakku.

Bilangan itu merangkumi 326 rumah kos rendah, 66 rumah kos sederhana dan 1,292 perumahan mampu milik di beberapa mukim di negeri ini.

Sebanyak 338 rumah akan didirikan di Temoh Stesen dalam Mukim Chenderiang melibatkan projek SSI dengan pemaju LBS Bina Group Berhad.

Sementara itu, tiga lagi lokasi adalah melibatkan skim perumahan Rumah PerakKu iaitu 447 unit di Kampung Serdang, Manjung (syarikat pemaju King Ong Development Sdn. Bhd.), 301 unit di Tanjung Tualang (syarikat pemaju Tract Evo Sdn. Bhd.) dan 598 unit di Tanah Hitam, Kinta (syarikat pemaju Mimbar Nusantara Homes Sdn. Bhd.).

Menteri Besar, Datuk Seri Ahmad Faizal Azumu berkata, sebanyak 50,000 Rumah PerakKu disasarkan untuk dibina dalam tempoh lima tahun.

“Perjanjian persefahaman pada hari ini bakal menyaksikan hampir 2,000 unit kediaman dijangka siap dalam tempoh dua ke tiga tahun akan datang. Selain itu, terdapat banyak skim perumahan yang dirancang, dilaksanakan dan ia dianggarkan hampir 10,000 unit pada tahun ini,” katanya.

KUALA LUMPUR: Penyertaan besar sektor swasta untuk membina rumah mampu milik seperti dilaksanakan sebelum ini perlu dihentikan kerana ia mewujudkan model subsidi bersilang yang menyebabkan kumpulan isi rumah berpendapatan menengah (M40) terpaksa menanggung sebahagian besar subsidi, kata penyedia perkhidmatan hartanah terbesar tempatan, CBRE WTW.

Pengarah Urusannya, Foo Gee Jen, berkata disebabkan itu, kerajaan negeri perlu mengambil peranan lebih proaktif dengan menawarkan sumber yang dimiliki, termasuk tanah bagi membolehkan sasaran membina sejuta rumah mampu milik dalam tempoh 10 tahun akan datang dapat direalisasikan.

“Kerajaan perlu memastikan dasar perumahan dilaksanakan dengan betul dan tidak boleh mengharapkan sektor swasta sepenuhnya untuk melaksanakan dasar membina sejuta rumah mampu milik ini.

“Apa yang akan berlaku jika semua pembinaan rumah mampu milik ini diserahkan kepada pihak swasta, akan berlaku lebih banyak subsidi silang membabitkan kumpulan M40.

Gee Jen berkata, kerajaan negeri juga perlu memastikan rumah mampu milik dibina di lokasi yang tepat kerana tidak mahu kes seperti di Bukit Beruntung yang mempunyai lambakan rumah kos rendah dibina, namun tidak mendapat sambutan akan berulang.

“Apa yang berlaku sebelum ini, setiap wakil rakyat mahu menjadi juara dalam kalangan pengundi dengan membina rumah mampu milik di kawasan Parlimen masing-masing, namun malangnya ketiadaan infrastruktur yang lengkap menjadikan rumah dibina tidak mendapat sambutan,” katanya.

Kerajaan melalui Kementerian Perumahan dan Kerajaan Tempatan (KPKT) merancang membina sejuta unit kediaman mampu milik dalam tempoh 10 tahun akan datang.

Menterinya, Zuraida Kamaruddin, berkata sebagai permulaan pihaknya akan membina 100,000 unit kediaman setiap tahun dengan mula pembinaan akan bermula tahun ini.

Katanya, berdasarkan perancangan, kesemua unit rumah itu akan merangkumi semua kategori rumah mampu milik termasuk bagi kumpulan berpendapatan 40 peratus terendah (B40) supaya mereka juga memiliki rumah yang sesuai untuk didiami.

Data diterbitkan oleh Pusat Maklumat Harta Tanah Negara (NAPIC) menunjukkan bilangan kediaman tidak terjual di negara ini meningkat kepada 30,115 unit pada suku ketiga 2018.

Jumlah itu meningkat 48.35 peratus berbanding 20,304 unit pada tempoh sama tahun sebelumnya.

Dalam perkembangan lain, Zuraida berkata kumpulan isi rumah berpendapatan menengah (M40) tidak akan ditekan oleh model subsidi bersilang kerana rumah mampu milik kebanyakannya dibina oleh kerajaan.

“Perkara ini tidak menjadi isu sebenarnya kerana syarikat swasta dipelawa untuk turut sama menyediakan kediaman, perkhidmatan dan lokasi terbaik kepada masyarakat.

“Jika syarikat swasta merasakan mereka mampu menyediakan kediaman yang lebih baik, mereka dialu-alukan untuk turut sama dalam pasaran terbuka ini.

“Namun, kita akan mengawalnya untuk memastikan apabila membina rumah mampu milik bagi kumpulan 40 peratus pendapatan terendah (B40), mereka harus mengikut dasar yang telah kerajaan tetapkan,” katanya.

Sementara itu, ditanya sama ada kerajaan melarang warga asing membeli aset di projek hartanah di Forest City, beliau bagaimanapun menafikannya.

Katanya, kementerian masih menunggu laporan daripada pemaju Forest City mengenai pelan mengenai komponen rumah mampu milik di projek pembangunannya.

“Tiada sebarang larangan kepada mereka untuk memiliki aset di sana, malah boleh membeli sebagaimana warga asing biasa.

“Cuma apa yang menjadi kebimbangan ialah komponen rumah mampu milik tiada di situ, dan kami masih menunggu cadangan dari pemaju mengenai idea mereka bagi memenuhi keperluan segmen mampu milik ini,” katanya.
