8,300 more affordable homes in JB

JOHOR BARU: Johor Corp (JCorp) and Iskandar Waterfront Holdings Sdn Bhd (IWH) will jointly develop 8,300 units of affordable houses under the 1Malaysia Housing Programme.

The construction of the new houses will begin late this year and complete by late 2015. They will be made available to eligible applicants in nine locations within the Johor Baru district.

IWH managing director Tan Sri Lim Kang Hoo said there would be a good choice of apartments, townhouses or detached single-storey houses to match individual budgets and family requirements.

“The location of the projects in sub-urban areas was carefully selected for easy accessibility to the city here and to provide a ready pool of labour to neighbouring industries and the services sector, “ he said in a statement.

The houses would be built in prime locations with good road connectivity and public amenities, he added. — Bernama

Najib umum potongan harga rumah projek PR1MA di Johor

Kulaijaya: Perdana Menteri, Datuk Seri Najib Razak mengumumkan pemohon yang layak memohon kediaman menerusi projek Perumahan Rakyat 1Malaysia (PR1MA) di sekitar Johor bakal mendapat potongan harga daripada RM250,000 kepada RM199,000 seunit.

Najib umum 25,500 rumah mampu milik projek PR1MA dibina di Johor

Kulaijaya: Perdana Menteri, Datuk Seri Najib Razak mengumumkan 25,500 rumah mampu milik di bawah projek Perumahan Rakyat 1Malaysia (PR1MA) akan dibina di Johor dalam tempoh tiga tahun.

Pembinaan rumah mampu milik itu membabitkan lima pemaju perumahan antaranya di Plentong, Pasir Gudang, Larkin dan Tebrau.

Ia diumumkan pada Majlis Cabutan Undi Projek Perumahan Nusantara PR1MA di Dewan Raya Bandar Putra di sini, sebentar tadi.

SPNB yakin dapat siap 21,000 rumah

Kota Tinggi: Syarikat Perumahan Negara Berhad (SPNB) yakin dapat menyiapkan 21,000 unit rumah menerusi program Rumah Mesra Rakyat 1Malaysia (RMR1M) di seluruh negara tahun ini.

Ketua Pegawai Teknikal Urusan SPNB, Datuk Ahmad Azizi Ali, berkata pembinaan setiap rumah mengambil masa kira-kira empat bulan dengan menggunakan Sistem Bangunan Industri (IBS).

Ketika ini, kira-kira 10,000 unit rumah sedang dibina yang dijangka siap pada April ini, manakala pembinaan 11,000 unit dijangka selesai sebelum akhir tahun ini.

“Sebelum ini, projek pembinaan mengambil masa agak lama untuk dimulakan sehingga menyebabkan kerajaan memutuskan untuk menggunakan konsep IBS dalam pembinaan rumah berkenaan.

40,000 reka bentuk

“Menerusi konsep itu, keluasan asal rumah daripada 79.6 meter persegi diubah kepada 93 meter persegi dan kita juga mempunyai sehingga 40,000 reka bentuk yang perlu diputuskan sebelum pembinaan dimulakan,” katanya selepas pelancaran pembinaan Rumah SPNB Generasi Kedua FELDA Sungai Sayong, di sini.

Majlis itu disempurnakan Ketua UMNO Bahagian Tenggara, Datuk Baderi Dasuki. Turut hadir, Ahli Parlimen Tenggara, Datuk Halimah Mohamed Sadique.
Terdahulu dalam ucapannya, Ahmad Azizi berkata, SPNB akan meneruskan agenda kerajaan untuk menyediakan rumah kepada rakyat dengan bantuan pelbagai pihak termasuk kerajaan negeri yang menyediakan tapak.

Katanya, kerajaan mempunyai agenda untuk menyediakan perumahan kepada rakyat dan SPNB menjadi agensi untuk meneruskan agenda berkenaan.

“Malah, SPNB menerima banyak maklum balas dari negara luar yang kagum dengan usaha kerajaan menyediakan perumahan kepada rakyat,” katanya.

Affordable housing guidelines in final stage

Fulfilling the dream to live in the city: The guidelines on affordable housing, among other things, will control the price of houses for the benefit of the middle-income group.

THE Federal Territories and Urban Wellbeing Ministry and Kuala Lumpur City Hall (DBKL) are finalising the guidelines for affordable housing in the city.

Kuala Lumpur mayor Datuk Seri Ahmad Phesal Talib said the guidelines, which are scheduled to be released by the end of the month, were aimed at encouraging more people to live in the city.

“The concept of affordable housing is meant for the middle-income earners as they are not entitled to buy low-cost houses and, at the same time, cannot afford high-end units.

“Therefore, controlling the price and setting specific sizes are among the guidelines.

“Developers will be required to build units priced below RM300,000, with a built-up area of at least 800 square feet.

“We have started imposing such guidelines for some joint-venture housing projects,” he said after Federal Territories Day celebrations recently, adding that the ministry had identified three areas in the city to develop affordable homes.

Ahmad Phesal said discussions were ongoing with a company to develop a 1.6ha land in Sungai Besi to build about 300 units of affordable houses.

“Other projects in the midst of discussions include a joint-venture with Berjaya Group in Desa Tasek, and with another company developing more than 250 units in Setapak.”

On the issue of abandoned projects, Ahmad Phesal said a developer had agreed to develop a project in Setapak, allocating 50% of units for affordable homes while the rest would be high-end units.

He said the plan for affordable housing would also benefit those working in the city as they need not travel very far from their homes.

Meanwhile, Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin applauded Prime Minister Datuk Seri Najib Razak for contributing RM5mil towards the 1Federal Territory Safety Scheme, aimed at increasing and upgrading security systems in housing areas.

“We now have RM7mil in funds, which will enable us to solve the problems and provide more security features required by residents’ associations and joint management bodies.

PR1MA affordable homes oversubscribed

KUALA LUMPUR: Perumahan Rakyat 1Malaysia (PR1MA)’s affordable homes in Nusantara Prima project have been oversubscribed by six times.

The 201 affordable homes, which would be built by private developer DeniaDevelopment Sdn Bhd, was still open for application and those interested can register online at www.pr1ma.my, PR1MA said in a statement yesterday. Its chief executive officer Datuk Mutalib Alias (pic) said they would stop accepting applications on Feb 8.

He said the balloting of homes would be conducted by PR1MA on Feb 12 and applicants would be invited to attend the event which would be graced by Prime Minister Datuk Seri Najib Tun Razak.

Nusantara Prima is a joint-venture between Denia Development as the developer and UEM Land Holdings Bhd as the landowner, while PR1MA lends support for the facilitation fund provided by Unit Kerjasama Awam Swasta and would manage the balloting process.

With a starting price of RM199,000 for an intermediate unit, the Nusantara Prima affordable homes were open for application on Dec 13. The development offers two types of four-room double-storey terrace homes measuring 18ft x 65ft offering a build-up area from 1,384 sq ft.

The development is targeted to be completed and ready in 2015.

To be eligible for an affordable home within Nusantara Prima, applicants must be a Malaysian citizen aged 21 years and above and have an individual or combined gross household income of between RM2,500 and RM7,500 a month. They also need to work or live in Iskandar Malaysia, Johor Bahru, Pulai or Pontian, and should not own more than one property in Malaysia, other than a low-cost or low medium-cost property. — Bernama

Run-down public housing units have negative effect on children

CHILDREN raised in run-down environments similar to the Taman Putra Damai public housing project (PPR) in Lembah Subang, which is in a squalid state, adapt to sub-optimal settings that can undermine their educational performance.

Lembah Subang PPR Residents’ Association head Abu Taib Wirid said the children required a conducive environment for better brain development and learning experience.

“Over here, the children are faced with overwhelming challenges that children in better neighbourhoods do not come across. Here, the children are confronted by stench from garbage, vandalised apartments and cannibalised motorcycles,” he said.

Abu alleged that the Petaling Jaya City Council (MBPJ) had neglected public housing by leaving the vandalised flats and playground in a state of disrepair.

“Children living in the apartments need a good playground to run around. Most of the playground equipment are broken. Even the volleyball court has been turned into a carpark. MBPJ cannot leave the children to face such adversity,” he said.

He said residents want MBPJ to install new playground equipment and have the area fenced up with gates for the children’s safety.

“We also want the council to rebuild the volleyball court as this will provide a place for the teenagers to enjoy a game and exercise. Once rebuilt, the court must be fenced up and bollards placed to discourage people from parking their cars there,” he said.

He added that the residents wanted a good environment.

On safety issues, he said MBPJ should assign enforcement officers to patrol the flats 24 hours daily to curb vandalism and theft.

Petaling Jaya mayor Datin Paduka Alinah Ahmad said the human factor in Lembah Subang would be looked into.

“For this low-cost housing, I need some time to come up with an action plan to get the facilities up and running. We must come up with a strategic plan to prevent vandals from damaging the equipment again,” she said.

Guidelines for affordable housing

TIMELY: City Hall to determine the price, size and quota of such houses

KUALA LUMPUR: GUIDELINES for affordable housing in the city are being finalised.

Mayor Datuk Seri Ahmad Phesal Talib said City Hall will impose the guidelines, which are conditions developers need to meet in order to have their projects approved.

“We hope to release the guidelines this year. Among the components to be included in the guidelines are quota of units, and the price and size of the house.

“In fact, we have started imposing these conditions for joint-venture housing projects.

“However, there will be clearer directions for developers building affordable houses with the guidelines.

“We will ask developers to build units priced below RM300,000, with a build-up area of at least 74.3 sq m. This includes the redevelopment of Kerinchi flats in Pantai Dalam (K-Baru project) and Danau Lumayan.

“We are currently in talks with another company to develop a 1.6ha land in Sungei Besi which will include the construction of affordable units,” said Ahmad Phesal.

He said City Hall is also discussing plans with Berjaya Group for a joint-venture project in Desa Tasek.

“This needs to be done as there are not enough affordable houses. The units will cater to those with a monthly salary of RM3,000 to RM5,000, which makes up 22 per cent of the 1.6 million people living in the city.

“It is also to encourage the younger generation to live and work in Kuala Lumpur.”

PR1MA di Pulau Pinang akan dilaksana oleh agensi kerajaan

GEORGETOWN: Projek Perumahan Rakyat 1Malaysia (PR1MA) di Pulau Pinang akan dilaksanakan oleh agensi kerajaan seperti Syarikat Perumahan Nasional Berhad (SPNB), Lembaga Kemajuan Wilayah Pulau Pinang (PERDA) dan JKP Sdn Bhd.

Menteri di Jabatan Perdana Menteri, Tan Sri Nor Mohamed Yakcop, berkata kerajaan sudah membahagikan tugas kepada agensi berkenaan untuk membina rumah mampu milik kepada penduduk di Pulau Pinang.

“Cuma saya bimbang projek itu gagal dilaksanakan di negeri ini kerana tindakan kerajaan negeri yang sengaja melambatkan proses meluluskan pembinaannya,” katanya kepada pemberita selepas Mesyuarat Majlis Tindakan Persekutuan Negeri Pulau Pinang di sini, hari ini.

Nor Mohamed yang juga Ahli Parlimen Tasek Gelugor berkata, beliau difahamkan beberapa projek JKP Sdn Bhd dan PERDA untuk pembinaan perumahan mampu milik belum diluluskan sehingga sekarang.

“Ada yang hantar pelan sejak tiga tahun lalu tetapi sehingga hari ini belum diluluskan, kita berharap kerajaan negeri dapat pertimbangkan meluluskan segera demi kepentingan rakyat Pulau Pinang,” katanya

Sementara itu, Ketua UMNO Bahagian Balik Pulau, Datuk Seri Dr Hilmi Yahaya mengakui perkara itu apabila ada projek perumahan kos murah yang diusahakan JKP Sdn Bhd di kawasannya iaitu Permatang Pasir sehingga hari ini belum diluluskan.

Beliau berkata, projek itu sepatutnya siap tahun ini kerana ia dirancang sejak empat tahun lalu.
“Kerajaan negeri bersikap negatif apabila bertindak tidak meluluskan projek perumahan kos murah dan rendah di atas tanah seluas 2.4 hektar tetapi apabila melibatkan projek rumah mewah dengan segera ia diluluskan.

“Sekarang ini di Balik Pulau rumah mewah seperti banglo yang bernilai lebih RM1 juta memang banyak dan macam kawasan hutan batu pula kerana ia dibina di kawasan-kawasan kampung,” katanya.

Property prices to keep rising

High property prices are set to “keep increasing” in certain areas with good fundamentals, said the Association of Valuers, Property Managers, Estate Agents and Property Consultants (AVPEP) president Lim Lian Hong.

“In certain areas, property prices will keep increasing. The property market is backed by the country’s economic fundamentals.

“It is better not to try to guess which one will go up and which one will come down. This is because the property market is not (volatile) like the stock market,” Lim said.

He said the prices were also determined by other fundamentals such as population growth, access to highways, and also types of design and finishes that a particular property offered to buyers.

Speaking at a briefing during the Property Market Outlook For 2013 forum organised by AVPEP, Lim said other important factors to include in evaluating a property was its surrounding area such as other upcoming developments.

He also said credit had to be given to certain developers for being able to market and sell their products so well in spite of the high prices.

“They (the developers) have been able to develop properties so well that sees values go up and this is good for everybody,” Lim added.

He said that another factor which influenced property prices was the supply-demand factor.

“If you ask me (specifically) in which areas the prices will go up or down, you will have to look at the supply and demand (equilibrium),” he quipped.

AVPEP honorary secretary Foo Gee Jen said another factor was the property’s access to transportation facilities roads, rails or highways.

“In some areas today, even a Chinese school (situated nearby) may be key to an increase in land values. We are starting to see that,” Foo said.

On a related matter, Property Services and Valuation Department deputy director-genaral (technical) Faizal Abdul Rahman said that 2013 might see some “adjustment” in property prices.

“The increase in prices will not be as high as in previous years. Prices this year will moderate, depending on the area.

“Incoming supply in terms of numbers will be more than in previous years but the growth percentage will be less,” Faizal said.
